Skill fade, which is the decay of capability over time when not used, is a challenge faced by all emergency response organisations. Skill fade has been thoroughly researched and there is substantial evidence that time out of practice negatively impacts skill retention, which, depending on the skill in question, can occur within weeks to months of undergoing the initial training. This is especially true for low-frequency, high risk incidents, e.g., structural collapse. When establishing a new capacity, organisations invest significantly in doing initial training and procuring equipment, however, if these skills and equipment are not maintained, they will not deliver the required level of performance when required. To ensure personnel safety, maintain a constant state of response-readiness and to maximise the return on investment, it is necessary conduct regular skills maintenance training. The more high-risk and technical the skill, the greater the frequency of skills maintenance training required.
