Despite significant investment and efforts, the rate of progress in reducing the number of RTC fatalities and injuries has not been fast enough to achieve Sustainable Development Goal (SDG) 3.6, i.e., to halve the number of global deaths and injuries from RTCs by 2020. “There has been no reduction in the number of road traffic deaths in any low-income country since 2013.”(Pg. 4) The same report also states that, “The proportion of injured people who die before reaching a hospital in low- and middle-income countries is over twice that in high-income countries.” Pg. 15 Read More

In order to increase global efforts to reduce and minimise the global impact of RTCs, United Resolution, 74/299 was adopted on 31 August 2020. A/Res/74/299 acknowledges the importance of reaching the road safety related targets of reducing road traffic deaths and injuries by at least 50, by 2030.

While RTC prevention is the ultimate goal, accidents will continue to occur. It is therefore imperative that there is a cost-effective, sustainable solution available to safely and effectively respond to RTCs, thereby reducing the number of fatalities and permanent disabilities. Improving rapid access to safe, effective vehicle rescue and pre-hospital emergency care is critical to reducing the devastating health, emotional and economic impact of RTCs and is aligned with one of the main goals of A/Res/74/299, i.e., Post-crash care.

DART’s RTCR Solution

DART has developed an innovative solution to address this high impact global challenge. The knowledge and skills our solution provides is applicable whether the RTC involves vehicles, motorized 2-3 wheelers, cyclists, pedestrians, or combinations thereof. It combines incident assessment and management, vehicle rescue and trauma care into a single programme, supported by a self-contained, comprehensive equipment kit. One of the features that make this offering unique is the fact that the rescue tools are low cost, no-to-low maintenance hand tools, largely sourced from local markets, making it affordable and sustainable.

While there is no doubt that hydraulic rescue equipment is the gold standard for vehicle rescue, acquiring and maintaining a geographically widespread, operational distribution of such equipment is often financially unattainable for many low to middle-income countries. Although there are numerous organisations that work toward providing hydraulic rescue equipment through recycling and donation programmes, as the statistics demonstrate, the need significantly outweighs the supply. The challenge is furthermore compounded by the absence of local supply chains for parts and accessories and the lack of expertise for repairs and maintenance in recipient countries.

Designed by rescuers, paramedics and doctors with decades of RTC response and training experience, in developing countries, and referencing contemporary evidence-based material, DARTs RTCR programme focuses on providing a cost-effective, sustainable solution that will enable low-middle income countries to train, equip and deploy large numbers of RTCR units across a far greater geographical area. An additional benefit is that many of the rescue and emergency care skills acquired through our RTCR programme are applicable in non-RTC related incidents, thereby resulting in a more versatile response capability and a greater return on investment.

Patient-centric Rescue:

Patient-centric rescue prioritises the health and wellbeing of the patient during the entire rescue activity, ensuring a continuum of care from the moment the victim is first accessed through disentanglement, extrication, (potentially transport) until handed over. The absence of, or insufficient/inappropriate, emergency medical care during the rescue process can result in aggravation of injuries (e.g., permanent disability) or death from an otherwise potentially survivable injury. Patient-centric rescue is the heart of our programme.

RTCR Equipment Kit:

Designed and developed around a scalable 4-6-person response team, the RTCR Equipment Kit has been expertly selected based on operational functionality and versatility, low cost, and no-to-low maintenance requirements. Designed as a completely self-contained, compartmentalized, portable kit, it is easily loaded onto a commonly available, standard utility vehicle.
